I have watched Charles Dowding on YT use tarps over his compost piles. He lives in a cold climate so I guess he needs the extra warmth that a tarp or cover can provide.
I do know that having a good ratio of greens to browns makes a huge difference in the heat of the pile and rather quickly too. I would suspect that in a very cold climate it would be a bit of a time suck to maintain that proper ratio to keep a pile from freezing.
