early planting

i hope i can explain my question clearly...some of my seeds say sew as soon as the soil can be worked...i have a large bin on my deck,full of soil...i can work it to about 3 inched deep the rest is frozen..does this mean i can plant in this now or do i have to wait until the freeze is out of the bin...it is still 2 months before our last frost date...ty garden friends.

wait, till the frozen is thawed. the frozen part keeps the rest of the soil too cold for the seeds to germinate properly or speedily. You may get away with planting when you have 6-8 inches of soil that can be worked. which will still be early planting.:)
