small if any produce

this is the second year in this garden. last year rabbits had all they could eat. put up a fence this year. last fall i put news paper down and covered with grass and leaves. this spring i tilled it all in. soil looks and feels great. my plants got off to a great start, look healthy no pest, but my produce is small if any. not sure what to do at this point. i used a 12/12/12/ and miracle-gro early on.
